Richard Lowe talks with Michelle Rutter,
Government Relations Manager at NCIA about cannabis reform and NCIA Lobby Days.

Michelle develops and leverages relationships to advance the policy objectives of the cannabis industry. Drafts policy documents and research for circulation on Capitol Hill, in addition to attending meetings, briefings, and hearings. Covers various issue areas as they pertain to cannabis, including judiciary, finance, tax, agriculture, and health policy. Acts as a direct liaison between NCIA’s membership, key stakeholders, and government officials. Manages the Government Relations Coordinator on a day to day basis. Monitors, tracks and analyzes federal and state legislative and regulatory developments. Strategizes with the Director of Government Relations on issue advocacy and campaign strategy. Attends fundraisers and other events to raise the visibility of the cannabis issue with Members of Congress directly. Coordinates with coalitions, government agencies, and other advocacy groups to effectively represent the cannabis industry.

She also schedules and executes monthly podcasts where state, local, and federal officials are interviewed. Verbally updates members of the organization on federal policy via quarterly networking events. Arranges and executes an annual member fly-in with over 200 attendees and over 350 congressional meetings. Provides edits & inputs on federal legislation.
